Today, on 01.10.2021, at 10:00h, the Appeal Chamber held the public hearing of case (JR) 12/2021, dated 03.03.2021, corresponding to the appeal of the Public Commissioner against decision no. 324, dated 11.12.2020, of the Independent Qualification Commission, related to the assessee Sokol Ngresi.
At the beginning of the hearing, the Public Commissioner, Mr. Sina, stated that the Public Commissioner, Mr. Ballhysa, found it objectively impossible to attend this hearing.
Following the previous hearing, two experts, specially authorized by the Scientific Police Institute at the General Directorate of State Police, appeared before the Chamber to be appointed as experts to determine whether there were elements of falsity in the original documents filed by the witness, who, after being assigned as experts by the trial panel to carry out the relevant expertise, took the oath before it.
Both the Public Commissioner and the assessee asked the relevant questions they had to the experts, with respect to the signatures in these acts, the signature period, or whether they were signed by the same person.
After being consulted, the trial panel decided to assign certain tasks to the experts regarding the graphical examination of the documents subject to expertise, including, the signatures in them, the time of their drafting, etc., and whether there were any traces of any kind found that lead to the conclusion that these acts contain counterfeiting elements. To this purpose, the experts will be made available the original documents held at the Chamber, the periodic annual declarations of assets to be required to HIDAACI, as well as some court decisions of Vlora Court of Appeal signed by the assessee. During the hearing, the assessee were taken in the courtroom the experimental models of his writing and signature, in the presence of the trial panel. According to the decision of the trial panel, the experts must submit the expertise act in writing within 08.11.2021.
To the aim of the above, the next hearing will be held on 08.11.2021, at 10.00.
