At the premises of the Appeal Chamber there was held a meeting of the President of the Appeal Chamber, Mrs. Albana Shtylla, with the Head of the High Judicial Council Mrs. Naureda Llagami, Head of the High Prosecution Council, Mr. Genti Ibrahimi and the High Inspector of Justice Mr. Artur Metani.

The meeting at the Appeal Chamber, the disciplinary court that shall review the appeals of judges/prosecutors or the High Inspector of Justice against the decisions of the High Judicial Council or of the High Prosecution Council, was held to discuss the challenges and the preparations that these institutions and the Appeal Chamber have initiated for the proceedings and adjudications of cases within the disciplinary jurisdiction.

During this meeting, the President of the Appeal Chamber, Mrs. Shtylla as well as the Heads of these constitutional institutions,  highlighted the importance of disciplinary jurisdiction in addition to that of the  re-evaluation (the vetting process) to restore the public trust in the justice system. On these grounds, they deemed that it is necessary to take measures in order to prevent the abusive conduct of judges/prosecutors, as well as to take disciplinary measures if it is deemed that they have violated the law.

The heads of the constitutional institutions and the President of the Appeal Chamber, Mrs. Shtylla emphasized that the proceedings and disciplinary adjudication should be conducted based on the principle of the due process and other principles provisioned in the law on the status of judges and prosecutors. For this purpose, they committed themselves to exchange the information and knowledge on the best international practices as well as the case-law of the ECHR with regard to the disciplinary proceedings of judges/prosecutors.

As well, the heads of these constitutional institutions engaged to a future coordination and interaction between them as well as with the Appeal Chamber, as a disciplinary court, regarding the documentation that shall accompany a disciplinary proceeding of a judge/prosecutor and how this documentation shall be administered.

The President of the Appeal Chamber, Mrs. Shtylla, and the High Inspector of Justice, Mr. Metani, paid special attention even to the denunciations lodged by the public to the Appeal Chamber and the institution of the High Inspector of Justice (HIJ), engaging to define instruments in the future for their reciprocal forwarding so that they can be assessed and adjudicated by the re-evaluation (vetting) institutions or be verified and investigated by the HIJ in the framework of a disciplinary process.
