Today, on 23.01.2019, at 10.00 hrs, the Appeal Chamber held the public hearing of case (JR) no. 15/2018, dated 11.09.2018, corresponding to the appeal of the assessee Artan Lazaj against decision no.34, dated 11.07.2018 of the Independent Qualification Commission.

The decision to transfer the review of the case in a public hearing was decided by the adjudication panel during the review in camera dated 09.01.2019.

During today’s hearing the assessee requested the overrule of the decision of the Independent Qualification Commission, claiming that the serious procedural violations with regard to the failure of consideration of his request for the recusal of Commissioner Brunilda Bekteshi from another adjudication panel establishes terms for the absolute invalidity of the decision.

Following the hearing of the assessee and upon administration of evidences, the adjudication panel concluded the judicial review of the case and invited the assessee to submit his final conclusions.

Based on the request of the assessee, who requested the necessary time to submit his final conclusions, the adjudication panel decided to adjourn the hearing on Monday, 28.01.2019, at 11:00 hrs.

The session shall be held at the premises of the Appeal Chamber, at: Bulevardi “Dëshmorët e Kombit”, nr.3. Tirana.
