Kolegji i Posaçëm i Apelimit zhvilloi më datë 19 shkurt 2019, seancën gjyqësore publike për çështjen (JR) nr.17/2018, datë 13.09.2018 që i përket ankimit të paraqitur nga Komisioneri Publik kundër vendimit nr.42, datë 18.07.2018 të Komisionit të Pavarur të Kualifikimit që lidhet me procesin e rivlerësimit kalimtar të subjektit të rivlerësimit Antoneta Sevdari.

Gjatë kësaj seance, subjekti i rivlerësimit vlerësoi se denoncimi me të cilin u njoh seancën e kaluar, nuk paraqet asnjë të dhënë që mund të çojë në dyshime për paaftësi të saj në aspektin profesional.

Komisioneri Publik kërkoi që Kolegji i Posaçëm i Apelimit të hetojë dhe të shprehet mbi të gjitha denoncimet në total, të depozituara pranë Kolegjit të Posaçëm të Apelimit në ngarkim të subjektit të rivlerësimit.

Trupi gjykues refuzoi kërkesën e Komisionerit Publik për riçeljen e hetimit administrativ, pasi konsideroi se dokumentacioni në dosje është i mjaftueshëm për zgjidhjen e çështjes.

Pasi deklaroi përfundimin e shqyrtimit gjyqësor, trupi gjykues vendosi të shtyjë seancën, ditën e hënë, më datë 25.02.2019, ora 10.00, për t’i lënë në dispozicion kohën e nevojshme Komisionerit Publik dhe subjektit të rivlerësimit për konkluzionet përfundimtare.

Seanca publike do të zhvillohet në ambientet e Kolegjit të Posaçëm të Apelimit, në adresën: Bulevardi “Dëshmorët e Kombit”, nr.3. Tiranë.

On February 19, 2019, the Appeal Chamber held the public hearing of case (JR) no. 17/2018, dated 13.09.2018, corresponding to the appeal of the Public Commissioner against decision no. 42, dated 18.07.2018 of the Independent Qualification Commission related to the transitional re-evaluation of the assessee Ms. Antoneta Sevdari.

During this hearing the assessee assessed that the submission upon which she was acquainted at the previous hearing did not present any information that could lead to doubts on her incompetency in proficiency terms.

The Public Commissioner requested the Appeal Chamber to investigate and make a statement on all submissions filed with the Appeal Chamber on the account of the assessee.

The adjudication panel dismissed the request of the Public Commissioner on the re-opening of the administrative investigation since it considered that the documentation of the case-file is sufficient for the resolution of the case.

Following the termination of the judicial review, in order to provide the necessary time to the Public Commissioner and assessee to prepare their final conclusions, the adjudication panel decided to adjourn the hearing on Monday, 25.02.2019, at 10.00 h.
