The Appeal Chamber held on Monday, 17.06.2019, at 10:00 h, the public hearing of case (JR) no. 29/2018, dated 05.11.2018, corresponding to the appeal of the Public Commissioner against decision no. 60 dated 01.08.2018 of the Independent Qualification Commission related to the transitional re-evaluation of the assessee Mr. Gentian Medja.
During today’s hearing the Public Commissioner submitted the appeal grounds related to the proficiency criterion, requesting the Appeal Chamber to draft a methodology to carry out, upon measurable objective indicators, a complete proficiency assessment of the assessee.
The assessee, Mr. Medja, submitted his arguments with regards to the counter-appeal filed against the appeal of the Public Commissioner, alleging it in violation of the law.
The assessee, after stating that the request of the Public Commissioner for carrying out the proficiency assessment on the basis of a specific methodology is contrary to constitutional principles, requested the Appeal Chamber to uphold decision no. 60, dated 01.08.2018 of the Independent Qualification Commission.
Due to the complexity of the case and due to objective reasons, the holding of another already scheduled public hearing, the hearing related to the assessee Gentian Medja was adjourned on 09.07.2019, at 10:00 h.
