Kolegji i Posaçëm i Apelimit zhvilloi më datë 24.10.2025, ora 10:00, seancën gjyqësore publike të çështjes (JR) 55/2023, datë 24.11.2023, që i përket ankimit të Komisionerit Publik kundër vendimit të Komisionit të Pavarur të Kualifikimit nr. 704, datë 09.10.2023, për subjektin e rivlerësimit Elidon Hysenaj.

Në vijim të seancës së mëparshme, përfaqësuesi i Drejtuesit të Prokurorisë së Posaçme z. Klodjan Braho deklaroi se, pasi ishte njohur në burim me informacionin e klasifikuar, vlerësonte se problematikat në gjetjet e konstatuara lidhur me veprimet hetimore të ndërmarra nga subjekti i rivlerësimit gjatë ushtrimit të detyrës, nuk ishin të rënda në shkallën që mund të justifikonin masën e shkarkimit nga detyra. Përfundimisht, përfaqësuesi i Drejtuesit të Prokurorisë së Posaçme i kërkoi Kolegjit lënien në fuqi të vendimit të Komisionit të Pavarur të Kualifikimit nr. 704, datë 09.10.2023.

Subjekti i rivlerësimit shprehu dakordësinë me përfaqësuesin e Drejtuesit të Prokurorisë së Posaçme, duke vlerësuar qëndrimin e tij, të drejtë dhe profesional.

Pasi dëgjoi qëndrimet përfundimtare të palëve, trupi gjykues u tërhoq në dhomë këshillimi për marrjen e vendimit përfundimtar, të cilin do ta shpallë më datë 28.10.2025, ora 15:30.

Seanca gjyqësore publike do të zhvillohet në ambientet e Kolegjit të Posaçëm të Apelimit, në adresën: Bulevardi “Dëshmorët e Kombit”, nr.3. Tiranë.

The Appeal Chamber held on 24.10.2025, at 10:00, the public hearing of case (JR) 55/2023, dated 24.11.2023, pertaining to the appeal of the Public Commissioner against decision no. 704, dated 09.10.2023 of the Independent Qualification Commission, related to the assessee Elidon Hysenaj.

Following the previous hearing, the representative of the Head of the Special Prosecution Office, Mr. Klodjan Braho, held that after being acquainted with the classified information at the source, he assessed that the issues in the findings established regarding the investigative actions undertaken by the assessee during the exercise of his duties, were not serious to the extent that they could justify the measure of dismissal from office. Finally, the representative of the Head of the Special Prosecution Office requested the trial panel the upholding of decision no. 704, dated 09.10.2023 of the Independent Qualification Commission.

The assessee agreed with the representative of the Head of the Special Prosecution Office, assessing his position as fair and professional.

After hearing the final positions of the parties, the trial panel withdrew in chambers to make the final decision, which it shall announce on 28.10.2025, at 15:30.

The public hearing shall take place at the premises of the Appeal Chamber, at Boulevard “Dëshmorët e Kombit”, no. 3, Tirana.
