The Appeal Chamber held on 13.11.2025, at 10:00, the public hearing of case (JR) 42/2024, dated 28.10.2024, pertaining to the appeal of the Public Commissioner against decision no. 779, dated 28.06.2024 of the Independent Qualification Commission, related to the assessee Aurel Zarka.
The presiding judge announced the court that the trial panel has taken all necessary procedural measures to notify the assessee Aurel Zarka with the aim of his attendance at the hearing, but the latter has officially notified the Appeal Chamber that he has chosen not to participate.
Following the interim decision of the previous hearing, the parties confirmed their acquaintance with the documentation forwarded to the Chamber by the National Agency for the Security of Classified Information (AKSIK), the Prosecution Office at Vlora Court of First Instance, as well as by the Special Court of Appeal against Corruption and Organized Crime.
In circumstances where the trial of a criminal case against the assessee continues, the International Observer of the International Monitoring Operation requested the trial panel to postpone the hearing in order to receive the following acts in the form required by law:
- Acts related to the notification of charge by the Special Prosecution Office against Corruption and Organized Crime against the assessee Aurel Zarka;
- Decision of the Special Court against Corruption and Organized Crime;
- Decision of the Special Court of Appeal against Corruption and Organized Crime.
The trial panel decided to accept the request of the IO of the International Monitoring Operation and pending the above acts, the hearing was postponed to 29.01.2026, at 10:00.
The public hearing shall take place at the premises of the Appeal Chamber, at Boulevard “Dëshmorët e Kombit”, no. 3, Tirana.
