The Appeal Chamber held on 13.10.2025, at 10:00, the public hearing of case (JR) 55/2023, dated 24.11.2023, pertaining to the appeal of the Public Commissioner against decision no. 704, dated 09.10.2023 of the Independent Qualification Commission, related to the assessee Elidon Hysenaj.
Subsequent to the previous hearing, the presiding judge demanded the representative of the Head of the Special Prosecution Office Mr. Klodjan Braho whether he would submit a single request, without alternatives, and whether he considered necessary accessing the classified file on the assessee, administered in the IQC file, as an integral part of it, at the premises of the Appeal Chamber.
Mr. Klodjan Braho maintained that he considers that the information in the file is insufficient for the case, therefore, he has addressed the relevant institution to be acquainted with the classified information at the source, which has not yet been possible. For this reason, the representative of the Head of the Special Prosecution Office requested the Chamber to postpone the hearing for a reasonable time.
The legal representative of the assessee stated that she leaves the decision-making on this request to the trial panel, adding that she remains open to any additional information necessary for the consideration of the case.
The trial panel, after being consulted, decided to accept the request of the representative of the Head of the Special Prosecution Office, postponing the hearing to 24.10.2025, at 10:00.
The public hearing shall take place at the premises of the Appeal Chamber, at Boulevard “Dëshmorët e Kombit”, no. 3, Tirana.
