Kolegji i Posaçëm i Apelimit zhvilloi sot, më datë 16.03.2021, ora 10:00, seancën gjyqësore publike të çështjes (JR) 3/2021, datë 14.01.2021, që i përket ankimit të paraqitur nga subjekti i i rivlerësimit Bilbil Mete kundër vendimit të Komisionit të Pavarur të Kualifikimit nr. 322, datë 10.12.2020.

Subjekti i rivlerësimit Bilbil Mete u dëgjua nga trupi gjykues teksa paraqiti kundërshtitë e tij ndaj pikës 2 të vendimit nr. 322, datë 10.12.2020, sipas së cilës “subjekti humb të drejtën për t’u emëruar gjyqtar ose prokuror i çdo niveli, anëtar i Këshillit të Lartë Gjyqësor ose i Këshillit të Lartë të Prokurorisë, Inspektor i Lartë Gjyqësor ose Prokuror i Përgjithshëm, për një periudhë 15-vjeçare”.

Në funksion të shqyrtimit të çështjes, u morën në cilesinë e provës aktet shkresore të sjella nga subjekti i rivlerësimit bashkëlidhur ankimit, bashkëlidhur parashtrimeve dhe disa akte të tjera në seancen e sotme gjyqësore publike me kërkesë të trupit gjykues.

Kryesuesja e seancës deklaroi mbylljen e shqyrtimit gjyqësor, me shumicë votash. Subjekti i rivlerësimit, si kërkim të tij përfundimtar, deklaroi se i qëndron ankimit. Seanca gjyqësore u shty për shpalljen e vendimit përfundimtar, më datë 23.03.2021, ora 13:00.

Seanca gjyqësore publike do të zhvillohet në ambientet e Kolegjit të Posaçëm të Apelimit, në adresën: Bulevardi “Dëshmorët e Kombit”, nr.3. Tiranë.

The Appeal Chamber held today, on 16.03.2021, at 10:00, the public hearing on the case (JR) 3/2021, dated 14.01.2021, corresponding to the appeal lodged by the assessee Bilbil Mete against the decision of the Independent Qualification Commission no. 322, dated 10.12.2020.

The trial panel heard the assessee Bilbil Mete as he submitted his objections to paragraph 2 of decision no. 322, dated 10.12.2020, according to which “the assessee loses the right to be appointed a judge or prosecutor of any level, a member of the High Judicial Council or the High Prosecution Council, Senior Judicial Inspector or Prosecutor General, for a period of 15 years”.

For the purpose of case review, the Appeal Chamber accepted in the quality of evidence the written acts submitted by the assessee attached to the appeal, to the submissions and some other acts submitted during today’s public hearing at the request of the trial panel.

The presiding judge stated the conclusion of the judicial review by a majority vote. As a final request, the assessee, stated that he stands by all he has put forward in his appeal. The hearing was adjourned on 23.03.2021, at 13:00 when the final judgment shall be delivered.
