The Appeal Chamber has registered the case (JR) no. 24/2024, dated 01.07.2024, pertaining to the appeal of the Public Commissioner against decision no. 744, dated 19.03.2024, of the Independent Qualification Commission related to the assessee Artan Hajredinaj.

On 08.07.2024, the Appeal Chamber held the lot procedure for the appointment of the trial panel, the presiding judge of this panel and the case rapporteur.

The trial panel appointed by lot is composed with the following judges:

    Në Kolegjin e Posaçëm të Apelimit është regjistruar çështja nr. 6-24/2024  (JR), datë 09.04.2026, që i përket kërkuesit Artan Hajredinaj me objekt:

    “1. Rishikim i vendimit nr. 39, datë 14.05.2025, të Kolegjit të Posaçëm të Apelimit, marrë në bazë të ligjit të posaçëm nr. 84/2016, “Për rivlerësimin kalimtar të gjyqtarëve dhe prokurorëve në Republikën e Shqipërisë”, përmes të cilit kërkuesit i janë shkelur të drejtat dhe liritë themelore të tij të garantuara me nenin 42 të Kushtetutës së Republikës së Shqipërisë “E drejta për një proces të drejtë gjyqësor”, dhe nenin 6 të Konventës për Mbrojtjen e të Drejtave të Njeriut dhe Lirive Themelore. “E drejta për një proces të rregullt”.

    2. Prishjen tërësisht të vendimit nr. 39, datë 14.05.2025 dhe gjykimin e çështjes në themel (neni 498 i K.Pr.C).”

    Në datën 14.04.2026, në Kolegjin e Posaçëm të Apelimit u hodh shorti për caktimin e trupit gjykues, kryesuesin e këtij trupi dhe relatorin e çështjes.

    Trupi gjykues i caktuar me short është i përbërë si më poshtë vijon:

    The Special Chamber of Appeal has registered case no. 6-24/2024 (JR), dated 09.04.2026, related to the petitioner Artan Hajredinaj with subject matter:

    “1. Revision of decision no. 39, dated 14.05.2025, of the Special Appeal Chamber, rendered pursuant to the special Law no. 84/2016, “On the transitional re-evaluation of judges and prosecutors in the Republic of Albania”, which has violated the petitioner’s fundamental rights and freedoms sanctioned by Article 42 of the Constitution of the Republic of Albania “The right to a fair trial”, and Article 6 of the Convention for the Protection of Human Rights and Fundamental Freedoms. “The right to a fair trial”.

    2. Quashing entirely of decision no. 39, dated 14.05.2025 and the trial of the case on the merits (Article 498 of the Civil Procedure Code).”

    On 14.04.2026, the Special Appeal Chamber held the lot procedure to determine the trial panel, the presiding judge of this panel and the case rapporteur.

    The trial panel determined by lot shall consist of the following judges:
