Kolegji i Posaçëm i Apelimit zhvilloi më datë 07.10.2025, ora 09:30, seancën gjyqësore publike për çështjen (JR) 3/2024, datë 18.01.2024, që i përket ankimit të subjektit të rivlerësimit Blerina Muço kundër vendimit të Komisionit të Pavarur të Kualifikimit, nr. 711, datë 01.11.2023.

Subjekti i rivlerësimit, znj. Blerina Muço, u dëgjua nga trupi gjykues teksa paraqiti sqarimet e saj lidhur me situatën faktike rreth pagimit të detyrimeve tatimore për të ardhurat e realizuara nga personi i lidhur, bashkëshorti. Bashkëlidhur parashtrimeve, subjekti i rivlerësimit depozitoi disa akte, të cilat kërkoi të merren si prova të reja nga trupi gjykues për të provuar, sipas saj, ligjshmërinë e burimeve të krijimit të të ardhurave të bashkëshortit.

Në vijim, subjekti i rivlerësimit iu përgjigj disa pyetjeve të relatores së çështjes dhe të një prej anëtarëve të trupit gjykues.

Pasi u konsultua, trupi gjykues, me shumicë votash, vendosi të pranojë në cilësinë e provës aktet e depozituara nga subjekti i rivlerësimit, znj. Muço dhe pasi kjo e fundit deklaroi se nuk kishte kërkesa të tjera procedurale, vendosi mbylljen e hetimit gjyqësor të çështjes.

Përfundimisht, subjekti i rivlerësimit i kërkoi Kolegjit ndryshimin e vendimit të Komisionit të Pavarur të Kualifikimit, nr. 711, datë 01.11.2023 dhe konfirmimin në detyrë.

Në vijim trupi gjykues vendosi mbylljen e shqyrtimit gjyqësor të çështjes dhe u tërhoq në dhomë këshillimi për marrjen e vendimit përfundimtar, të cilin do ta shpallë më datë 13.10.2025, ora 15:00.

Seanca gjyqësore publike do të zhvillohet në ambientet e Kolegjit të Posaçëm të Apelimit, në adresën: Bulevardi “Dëshmorët e Kombit”, nr.3. Tiranë.

On 07.10.2025, at 09:30, the Appeal Chamber held the public hearing on case (JR) 3/2024, dated 18.01.2024, pertaining to the appeal of the assessee Blerina Muço against decision no. 711, dated 01.11.2023 of the Independent Qualification Commission.

The trial panel heard the assessee, Ms. Blerina Muço, as she submitted her explanations regarding the factual situation related to the payment of tax liabilities for the income generated by the related person, her spouse. Along with the submissions, the assessee filed several documents, which she requested the trial panel to collect them as new evidence in order to prove, according to her, the legitimacy of the sources of generation of income of her spouse.

Subsequently, the assessee responded to several questions of the case rapporteur and one of the members of the trial panel.

After being consulted, the trial panel, by a majority vote, decided to accept as evidence the acts filed by the assessee, Ms. Muço, and given that the latter stated that she had no other procedural requests, decided to close the judicial investigation of the case.

Finally, the assessee requested the Appeal Chamber the amendment of decision no. 711, dated 01.11.2023 of the Independent Qualification Commission, and her confirmation in office.

Accordingly, the trial panel decided to close the judicial review of the case and withdrew in chambers to make the final decision, which it shall announce on 13.10.2025, at 15:00.

The public hearing shall take place at the premises of the Appeal Chamber, at Boulevard “Dëshmorët e Kombit”, no. 3, Tirana.
