On 19.12.2022, at 10:00 h, the Appeal Chamber held the public hearing of case (JR) 50/2020, dated 18.11.2020, pertaining to the appeal of the Public Commissioner, Ms. Irena Nino, against decision no. 257, dated 12.06.2020, of the Independent Qualification Commission, related to the assessee Miranda Andoni.
During the submission of the final conclusions, the Public Commissioner stated that the assessee is found in terms of inaccurate and insufficient declaration of assets and that she failed to prove the contrary of the appeal grounds, even with respect to the proficiency assessment. In conclusion, the Public Commissioner requested the Chamber the amendment of decision no. 257, dated 12.06.2020, of the Independent Qualification Commission and the dismissal from office of the assessee, Ms. Miranda Andoni.
Once the Public Commissioner responded to some clarifying questions of the case rapporteur regarding the asset assessment, the assessee, Ms. Miranda Andoni submitted her final conclusions on the case.
While contesting the Public Commissioner’s position, the assessee held that she has reached a reliable level in the asset and background assessment and a qualifying level in the proficiency assessment. Finally, the assessee requested the upholding of decision no. 257, dated 12.6.2020, of the Independent Qualification Commission.
The trial panel, after hearing the conclusions of the parties, closed the judicial review and withdrew to make the final decision, to be announced on 20.12.2022, at 14:00.
The public hearing will take place in the premises of the Appeal Chamber, at Boulevard “Dëshmorët e Kombit”, no. 3, Tirana.
