Trupi gjykues i Kolegjit të Posaçëm të Apelimit, i përbërë nga Natasha Mulaj kryesuese, Sokol Çomo relator, Albana Shtylla, Ina Rama, Mimoza Tasi anëtarë, shpalli vendimin për çështjen (JR) nr. 50/2020, datë 18.11.2020, që i përket ankimit të Komisionerit Publik kundër vendimit të Komisionit të Pavarur të Kualifikimit nr. 257, datë 12.06.2020, që lidhet me subjektin e rivlerësimit Miranda Andoni.

Në përfundim të gjykimit, trupi gjykues, bazuar në nenin 66, pika 1, shkronja “a” e ligjit nr.84/2016, “Për rivlerësimin kalimtar të gjyqtarëve dhe prokurorëve në Republikën e Shqipërisë”, me shumicë votash, vendosi:

  1. Lënien në fuqi të vendimit nr. 257, datë 12.06.2020 të Komisionit të Pavarur të Kualifikimit, që i përket subjektit të rivlerësimit Miranda Andoni.
  2. Ky vendim është përfundimtar dhe ka efekt të menjëhershëm.

U shpall sot, në Tiranë, më datë 20.12.2022.

    On 16.06.2025, the Appeal Chamber held the public hearing of case (JR) no. 43/2022, dated 27.09.2022, pertaining to the appeal of the assessee Çlirim Sino against decision no. 547, dated 06.07.2022 of the Independent Qualification Commission.

    The assessee responded to the questions of the trial panel regarding the asset assessment criteria in view of the consideration of the case and assessed as unfounded in evidence and law the IQC decision that had dismissed him from office, according to him, unfairly, without even charging him with the burden of proof. The assessee filed several documents along with the appeal, which he requested to be collected as evidence, a request dismissed by the trial panel on grounds that it fails to meet the requirements of Article 47 of Law 49/2012 “On administrative courts and adjudication of administrative disputes”, as amended.

    After the trial panel decided to close the judicial review of the case, the assessee finally requested the amendment of decision no. 547, dated 06.07.2022 of the Independent Qualification Commission, and his confirmation in office.

    After hearing the final request of the assessee, the trial panel withdrew in chambers to make the final decision, which it shall announce on 23.06.2025, at 10:00.

    The public hearing shall take place at the premises of the Appeal Chamber, at Boulevard “Dëshmorët e Kombit”, no. 3, Tirana.
